In Power Platform, the ability to create environments is typically restricted to users with specific roles, and permissions to ensure governance and proper management of resources like Global Administrator and Power Platform Administrator roles.
Once you are on power platform admin center, go to the top-right corner and click on the gear icon, from the list, click on Power platform settings.
This will open up a list of options.
Developer environment
If you want to control who can create and manage developer environments, you need to go Developer environment assignments. Then choose everyone option or choose specific admins.
Production environment
If you want to control who can create and manage production environments, you need to go Production environment assignments. Then choose everyone option or choose specific admins.
Trial environment
If you want to control who can create and manage trial environments, you need to go Trial environment assignments. Then choose everyone option or choose specific admins.
Ensuring that only authorized users can create environments helps maintain control over resource allocation, data security, and compliance with organizational standards.
